Linum Consult’s client is working on a major rail project in the Baltics. They are currently seeking a Manager to oversee the Project Management Department, and who specialises in the design and construction of rail projects to join their team in Latvia. 


  • Acting as the owner for the project management processes and procedures within the company, and carrying out regular reviews and updates to ensure they are suitable and fit for purpose. Adapting processes to match the phase of the project, from design through to construction and testing 
  • Acting as a coach to the project managers within the organisation, and helping to ensure the processes are being adapted correctly 
  • Sharing techniques and experience with project managers to address specific issues when they arise, including establishment and leadership of issues resolution teams, or tiger teams, if needed 
  • Reviewing the latest trends in project management on similar megaprojects around the world, and identifying opportunities to adopt best practice from other projects 
  • Working with project managers to identify processes that are causing delays or difficulties and the leading the development of updated processes to address the issue 
  • Developing and implementing training for project managers and others in the organisation to ensure a consistency in understanding and approach 
  • Establishing clear project management objectives and targets; monitoring the performances regularly through dedicated KPIs 


  • Degree in Engineering or Project Management, with membership to a professional body  
  • At least 10-15 years’ experience in technical project management, working on large scale, international civil engineering and infrastructure projects, during the design phase 
  • Proven experience of project management budgeting, estimating/forecasting/costing, and reporting 
  • Demonstrable history of using project management tools and integrated control techniques 
  • Proficient in project planning, with a working knowledge of using plans developed in Primavera P6 
  • Excellent leadership, negotiation and interpersonal skills at all levels of an organisation 
  • Fluent in spoken and written English 
  • Must have the right to live and work in the EU
