Linum Consult’s client is working on a major rail project in the Baltics. They are currently in need of a Head of Project Controls & Reporting to join their team in Latvia. 

RESPONSIBILITIES 

  • Providing a consolidated view of project status, key metrics, and resource capacity plans at a portfolio and programme level 
  • Ensuring schedule milestones, risks, issues, controls, and benefits are monitored and reported through suitable processes 
  • Planning and managing the resources of the project controls and reporting team to provide effective support to the organisation 
  • Leading, motivating, and developing the team to deliver a professional, customer-focused high-performing service 
  • Developing and maintaining professional relationships with key internal and external stakeholders, including Implementing Bodies, Beneficiaries, third parties, and strategic suppliers 
  • Optimising the rate of completion of projects to maximise the value delivered by the organisation 
  • Leading the development of activity plans for funding applications from the European Commission; based on priorities within the Global Project Gantt Chart 
  • Ensuring that effective change management is implemented across the global project 
  • Ensuring that the project controls processes, procedures, and tools are of high quality, fit for purpose and compliant with business requirements 

PROFILE 

  • Bachelor’s degree qualification in Engineering or Project Management 
  • At least 10 years’ experience in a similar role 
  • Demonstrable history of Project Controls and team management responsibility, preferably within a railway or infrastructure project environment 
  • Practical experience in providing “big picture” strategic view and data interpretation 
  • Excellent ability to interact and engage with cross-functional, multi-disciplinary groups 
  • Very strong communication, organisational, and interpersonal skills  
  • Able to benchmark and apply the best practices of large infrastructure projects and organisations 
  • Excellent IT skills, with experience in Primavera P6 or similar project management system 
  • Fluent in spoken and written English, and ideally one of the Baltic country languages 
  • The right to live and work in the EU
