Linum Consult’s client is currently in the process of expanding and is seeking a Chief Operating Officer (COO) specialising in the power sector, specifically CCGT power stations, to join their team in Tashkent, Uzbekistan.

RESPONSIBILITIES

  • Supporting the CEO through Business Operations Performance analysis, delivery assurance, and operational activities
  • Providing viable techno-commercial recommendations during the construction and operations phases
  • Correlating different variables (availability, efficiency, reliability, degradation) and producing cogent analyses; disseminating and sharing reports to stakeholders
  • Managing all aspects of monitoring, reporting, coordination, and control processes, and implementing corrective actions to ensure maximum business performance
  • Developing, engaging, and securing agreements on plant performance indicators, and the selection of KPIs
  • Engaging with internal and external stakeholders and executing stakeholder engagement strategies as advised in the business plan and required under routine business processes
  • Supporting and contributing to all aspects of planning, budgeting, in-year execution and forecasting, reporting, and controlling, including taking corrective cost actions for significant projects

PROFILE

  • Degree qualification in Applied Engineering (Electrical, Mechanical, or Control Systems)
  • At least 10-15 years’ experience, with 7 years spent in a similar role within CCGT technologies and CCGT plant construction/commissioning/operation phases
  • Extensive large scale CCGT power plant processes and asset management experience
  • Advanced knowledge of managing PPA, LTSA and other related contracts
  • Strong commercial knowledge managing warranties and services provided under various contracts, and experience of regulatory reporting
  • Experience of liaising with Uzbekistan Grid operators, energy off-takers, fuel suppliers, institutions, banks, financial institutions, insurance brokers, shareholders, etc.
  • Previous history of working successfully in a multicultural environment
  • Fluency in English is essential, ideally with some knowledge of local languages
